Very interesting article, and something which nobody else has been brave enough to touch.

Didn't know that - for what it's worth in Victoria the rate of incarceration for Aboriginals is 10x the rate as for non Aboriginals. Something definitely has to be done, but as stated in the article, no idea which is thought of by "whitefellas" will be accepted, it has to be an Aboriginal idea. Throwing more billions of dollars at the problem won't work... or it hasn't so far.

Couple of violent offenders broke curfew from their residential facility, how unexpected.
Now they're on the run amongst us.

A pair of sex offenders has escaped from a residential facility dubbed the 'Village of the Damned' in regional Victoria.


The two men broke their curfew and escaped from Corella Place, near Ararat, on Wednesday night, a Department of Justice spokesman told AAP on Thursday.

Corella Place is a transitional facility for sex offenders who have completed their prison sentences.

Police are searching for the two men and are expected to hold a media conference on Thursday afternoon.

It is not known if the men are dangerous.

Last month Corrections Minister Edward O'Donohue announced Corella Place residents would be made to wear GPS bracelets so authorities could track their movements.

The GPS bracelets are yet to be rolled out.

Victoria Police acting Commander Neil Paterson said the alarm was sounded when the men, one of whom is a child sex offender, walked away from the facility after their 8pm curfew.

"Both of these men have significant criminal histories and are considered violent sex offenders and are dangerous," he told Fairfax Radio on Thursday.

Mr Paterson said the men were wearing leg bracelets that informed corrections officers they were not in the facility, but they did not have GPS signals to provide their exact locations.

He said police had undertaken extensive searches of the Ararat area and urged the public not to approach them.

"We don't want the public to approach them but rather call triple-zero and get an immediate police response," he said

Community service for speeding teenage driver who killed friend

A Canberra teenager has avoided prison time for driving the car that killed one of his friends and seriously injured another.

By the time police got to the accident scene in July 2012, one of the two 16-year-old passengers had already died and the other was in a critical condition with severe brain injuries.

The 17-year-old driver was nowhere to be seen, but was later found hiding in a house almost five kilometres away.

The ACT Children's Court heard he had sped through a corner in the suburb of Chifley in Canberra's south, lost control and slammed his car into a tree.

But until a last minute guilty plea, he maintained he had not been speeding and the accident was probably caused by black ice.

On Thursday, the driver was given 120 hours of community service and a suspended sentence

Teenager charged after puppy tortured, thrown off balcony in NSW town of Casino

Police have charged a teenage boy with torturing a puppy in north-east New South Wales.

It is alleged the 17-year-old boy punched and choked a Labrador-cross puppy before throwing the animal off a balcony on Hotham Street at Casino earlier this week.

The dog was treated for fractures and internal bleeding and remains in the care of veterinarians.

Police say they have about 30 minutes of the incident on CCTV footage.

Inspector Matt Kehoe from Richmond Local Area Command says a member of the public helped with the investigation.

"It is certainly quite concerning that somebody would inflict such punishment on a defenceless animal," he said.

"But I guess it's also encouraging that a member of the public came forward and provided us with information in relation to the alleged offender."

The teen was charged with beating, torturing and causing prolonged suffering to the animal.

He is due to appear in Parramatta Children's Court today.

I seriously think he needs to be locked up and studied to find out why and not let out again till they get a few answers, it's documented that cruelty to animals leads to serious crimes later.

Poor young Daniel does not get parole in 20 years, he does not suddenly live again in 20 years.
Daniel’s family don’t get to live with this tragedy for only 20 years. They all get life!

Cowan snuffs out a life just for a few minutes of sick stimulation. Daniel is dead, what must have gone through his mind when he realised what was happening.

Daniel’s death is a tragic waste. Cowan’s imprisonment for life is not.

This bloke will kill again if he ever he gets out again, irrespective of his good behaviour, psychological courses completed, so called rehabilitation, age etc. etc.

Cowan also got three years for indecently dealing and 2 years for interfering with a corpse, to be served concurrently.

If the sentences were fair, they should be served consecutively, otherwise that means that the other two crimes have no meaning.

So, presumably, do other equally vile abusers who have also assaulted and disposed of children.

Unfortunately, most victims do not receive the extraordinary police resources and continued media attention that have been offered to this one child.

Without in any way wishing to diminish the utter awfulness of this for the Morecambe family, I'm having considerable difficulty in understanding why so many other missing, presumed dead, children are apparently just written off.

Is it a reality that the level of police resources directed at a crime against a child is determined by the amount of public attention that can be garnered?
