Any conspiracy theories on how TC Anthony changed into TC Affred?
Indeed : northern Brisbane area friends saw the worst last night, but now not exactly a cyclone
 
The wind damage from Alfred is receding. The possibility/probability of extensive flooding has increased substantially as the tropical low slows and drops intense rain for the next couple of days.

how do you release water from a spillway?
Depends on design but generically:

Uncontrolled spillway = the water simply goes down it when it reaches the spillway level, there's no ability to control that whatsoever. An extremely common approach in dam design indeed it's the preferred one wherever there's no reason to avoid it simply because it can't fail, it has no moving parts.

Intake = there's an intake structure on the upstream side of the dam wall with a valve, releasing water via a short tunnel.

Gates = top section of the spill way consists of gates or a rotating drum such that the effective top of the dam wall is lowered in order to release water. One reason for this approach is it enables high capacity discharge without meaningfully raising the lake level. Versus an uncontrolled spillway that, since it relies on the water level being above it, requires the lake level to rise significantly above FSL (Full Supply Level) in order to discharge significant volumes. The greater the flood, the higher the lake needs to rise in order to discharge it.

An uncontrolled spillway will result in a more gradual increase in discharge and a more gradual decrease, generally with a lower peak than would a controlled approach. The involuntary rise of the lake level providing a buffer which smooths out the discharge rate.

Which is best? Absolutely case specific. Depends on the extent to which a rise in the lake level can be tolerated without causing some other problem and also depends on the need (if any) to manage the rate of discharge.

Now where it gets more complex is if the spillway discharges somewhere other than the valley across which the dam wall is built. Examples do exist, Arthurs Lake in Tasmania is one, and is simply a case of having built the dam up to the height where water would spill out somewhere else, then put the spillway at that second location. Typically that approach is used only where spill is expected to be uncommon and wherever that water's going being relatively inconsequential.

Then there are combined approaches. For example the Crotty Dam in Tasmania has an uncontrolled spillway down the face of the rockfill dam (a world first design when built by the way) but also has a discharge valve in the tunnel a short distance downstream of the dam wall which provides additional spill capacity if operated.

Another complexity is when the upstream water can be diverted and spilled somewhere other than the dam or reservoir created by it. Or even more extreme, the flow reversed - excess water flows back out of the reservoir, reversing the direction of the diversion, and is spilled somewhere else. Examples of that do exist albeit not overly common.

As a last resort more modern (past few decades) dams are commonly designed with provision to blow (with explosives) the diversion tunnel plug and release water that way. That's a last resort if all else fails, and will completely drain the reservoir, but it'll do so in a gradual manner thus limiting the extent of flooding downstream to "problem" rather than "outright catastrophic". It's not intended that they're ever used, but they do exist in many dams.

I can't confirm anything for Qld but done properly this is all a number crunching exercise, it's not subjective in any way.

Flooding around from GC to sunny coast and Bundaberg.
We missed the cyclone..can not complain . but not its tail.
Cattle on higher ground, too dark to see yet if my prep work was successful.
Anyone on qld coast from Bundaberg to GZ: stay safe

And being a fact of life, you need to take this into account.
It is a plus for trend following systems...

Actually still bucketing here on sunny coast, big storms last night and we get them rolling on, Nambour cut off this morning as is the range access.
This is not good as these clouds are heading South thru Brisbane, GC and ultimately northern Rivers

Was i wrong cf insurance stocks..surging yet sunshine coast flooding started last night today, as well as more in North brisbane..that i know off
So situation on the ground worse today than yesterday, or even Saturday night and not over..
When the boards will release figures, every one will be surprised and then will be time to buy imho

Do not want an auto start at 1am😂
Will be good anyway to run the generator a bit..
