Some of them use it as a pathway to enter Australia, but I do recall them saying that part of the work visa was to do so many years in the countryside doing crap jobs and then they were allowed to take on some city jobs.And definitely very common, here, the farm workers in the US, etc...
Yet not exactly h1b visas still.
And in Australia, i do not believe these backpackers are even counted in the 600,000 or so new migrants a year we are getting.
Could be wrong but as they mostly leave after 2y or so, not counted
