Interest free credit card for balance transfer

I understand that they want you to make new purchases so they can cash in on the interest being charged on the new purchases while you pay off your balance. But if you are disciplined enough to manage your debt, and thus take advantage of their low interest rate, what right do they have to charge you? Unless they could show me in black and white (and not in sub clause VII, section 98-2, sub section 7, paragraph 3) that I would be charged if I did NOT make any new purchases, I would kick their ASS!
