Are banks like bank of Queensland, Adelaide and Bendigo only allowed to trade in their respective states?

Nope, you can invest in any company that is listed in the sharemarket even if you are an overseas person. No restriction that I know.

They can trade whatever they like wherever they like, as long as it is in line with Australian Banking regulations.
