Where and how do you find out about companies dividends, whether they are franked, fully, partial etc?

Alternatively, you could also read the company's yearly and half-yearly reports either on the ASX website or the relevant company's one.

If one owns shares in a company that does not distribute dividends, therefore no franking credits, what kind of tax implications are there?

None, you can't pay tax on dividends which are not paid. You only pay tax on capital gains (price rises on shares) when you sell them.

http://www.asx.com.au/asx/markets/dividends.do will give you all the details as soon as the next dividend has been announced. You can also bookmark collating websites, such as http://www.sharedividends.com.au/

Or you can collect your own history and outlook with something like this:

The broker I use has a search feature. So you can find, for example, all stocks which pay a dividend over x%. That doesn't tell you everything you need to know about a company, but it's a quick way to identify companies for further research.

Be aware also that past performance and forecasts are just that and are not guaranteed into the future. If a company is doing well financially and has paid a dividend each year for the past 30 years then there's a fairly good chance it will continue to do so. But if someone has no actual history of paying a dividend or even making a profit then any forecasts they make are likely to be far more risky. :2twocents
