Yes, I don't know the mechanism required.
But one good thing about letting them go is that some of them get killed anway.
What a great idea! And while we're relaxing our legal principles on Capital Punishment, why not go one step further and also reintroduce the "solution" that the British applied so "effectively" in the Boer War:
