Virtually no-one had 2 pennies to rub together in 1932 let alone scour the market for bargains. So you are right, to invest a large deal of money into the stockmarket at that time would have been unlikely. It would be better to buy a loaf of bread to feed your family.
Yes companies still did pay dividends in 1931. There are some companies that have paid dividends consistently every year from 1890 to 2006.
