Open a command prompt and run your traceroute again to some external sites, try a few in australia, a few in the US, a few in japan and see if you always get the same IP on the second row of the output; in your last test it came up as 220.157.70.21, see if it's always 220.157.70.21.
Check ping times to whatever second-hop addresses come up and compare to your PC (192.168.0.2) and your router (192.168.0.1).
Check ping times again with 1400 byte packets (-s option?) to see if they're significantly different.

Yeah, plus I'm renting at the moment, the place was brand new when we moved in and I didn't want to pay the connection fee.
