There is an easy compromise. Means test it.
Report your alcohol consumption thru the year along side your tax return. And they can either rebate your wine tax or charge you extra depending onyour income.
Alternately, you must show proof of income at where you buy your drink. And a different tax applies so the lower income grop do not get taxed.
So many simple solutions that will also create tons of jobs for accountants.
