You might want to try this:

Dragon Naturalspeaking 9, but it does require a bit of work for the software to get to understand yr voice.

Windows ?

If you use Microsoft Office, it should have some built in. You enable it through the language bar. It is fairly basic but no cost if you have Office installed

I tried some of these out a couple of years ago. My dog listens better to commands (altough I must admit he doesn't type as well). Maybe things have improved though, voice recognition in general seems to have progressed a fair bit.
