And a Nazi salute is a very specific thing and nothing like the general waving the hand in the air that almost anybody can be caught doing.
Additionally, Nazism is a very specific set of ideologies, without which this general arm movement is meaningless and absent from recent events.

The Overlords were in the front row of the Inauguration followed by the lesser Overlords behind them, the peoples elected representatives were in the back rows waiting to do what ever they are told by the front row.
