Well the NZ public is out for union blood after a collective NZ (Actors Equity) and Australian (MEAA) union put the hobbit movie in doubt. Things seemed to have blown up over a collective bargaining dispute (not sure if it is legal in NZ?). And now the country is willing to bend over to keep the movie there.
Personally I blame Australian unions

When union bosses Simon Whipp, Frances Walsh and actor Robyn Malcolm emerged from a restaurant around midnight on Wednesday, a group of Wellington film workers were waiting for them.
Bringing in an Australian union that is trying to pinch the film was an idiotic masterstroke politically. Seems like a bit of an anti-socialist backlash in NZ at the moment. Simply amazing that in one film blacklist the have destroyed yet another industry
