There is in fact everything in the Voice that can change that reality, as you put it.

Your points are vapid, as the Voice has nothing at all to do with politicians patting themselves on the back. 

For the Voice to succeed, should it win the referendum, it's up to politicians to pull the collective fingers out and make their Departments lift their game in policy development and implementation.

Your Balgo link exemplifies the types of local problem solving initiatives that the Voice will build on, as distinct from broad brush policies that can be hit and miss.  In fact, the Voice can show politicians how and why they have failed in the past, and will continue to if they don't take more notice of what is being shown to work.
