Telcos are part of an expanded group, which includes device makers like Apple, search engines like Google, and social media apps like Facebook, which could potentially be compelled to help federal authorities gain access to encrypted communications, according to submissions made on a draft bill currently before parliament for consideration.

In the tranquil interior of Kerryn Phelps's and Jackie Stricker's Double Bay home, Carl Fronzek is talking about how the gay marriage of his "two mums" has torn apart his extended family.
Mr Fronzek, 19, son of AMA federal president Phelps's first marriage, is both angry and philosophical about the family split.
"If Nana and Papa could have pulled their heads in, it might have been fixed," he said about his mother's parents, Pittwater councillor Shirley Phelps and retired mechanic George.
"I don't see why people say it's not normal to have gay parents. As long as they're loving."
Dr Phelps said: "He was seeing his father every weekend and we encouraged him to have a relationship with all the family."
Ms Stricker interjected: "But then his sister turned on him."
Mr Fronzek said: "It is a bit sad, but I guess a leopard doesn't change its spots, like Jackie has taught me. But I would like everyone to get on again."
Mr Fronzek was talking on the eve of publication of a book that provides remarkable insights into the lives of this high-powered Sydney gay couple. Some will find its candour surprising; others will find it shocking.
It has certainly had a dramatic effect on those close to the couple. And the question will remain: why on Earth did they do it?
The Phelps family schism occupies a sizeable chunk of Kerryn & Jackie - The Shared Life Of Kerryn Phelps And Jackie Stricker, released this week.
So much so that the publicist of Dr Phelps's actor brother Peter is advising the other side of this divided family - Peter's parents, Dr Phelps's ex-husband and her estranged daughter. Because they have yet to see the book, they have decided to say nothing and work out their stance this week.
Meanwhile, the publicity machine grinds on. Dr Phelps and Ms Stricker expect to appear on 60 Minutes tonight, and The Sun-Herald was invited to their home.
The family strife contrasts starkly throughout the book with the peace inside Ms Stricker and Dr Phelps's home and Mr Fronzek's anecdotes about the easygoing ambience of the house.
It's sometimes hard to get a word in between the three in their shared house of polished floors and leather couches above the rooms in which Dr Phelps has her general practice.
Carl Fronzek is a tall, lanky teenager who has happily stayed on as a member of this unconventional nuclear family after his elder sister, Jaime, moved out in mid-1998 and broke ties with them.
He very occasionally sees his father, music industry executive Michael Fronzek, and has little contact with his mother's parents.
In contrast, he has a good relationship with his paternal grandmother and with Ms Stricker's parents, Alfred and Jutta.
Whether it's Dr Phelps ruing her mother's interference, or Jutta Stricker criticising the Phelpses - "It's made my daughter sick ... I could screw the Phelpses' necks" - the pain of a family torn apart is clearly still close to the surface.
And perhaps Carl Fronzek, a 190cm teenager who has overcome enormous learning difficulties to gain an apprenticeship and a fulfilling life, sees it most clearly.
He spoke about the ups and downs of growing up in a household in which his biological parents seemed bound to split up and his mother's new relationship destined to chafe with more conventional family arrangements.
Michael Fronzek, creative director at Pacific Advanced Media, is one of the musical partners responsible for co-ordinating Real Wild Child, the landmark compilation CD-ROM of Australian rock music.
But when Carl's parents met, they were 15-year-old students at Pittwater High School and, as Dr Phelps puts it: "There were no other boys that I had any interest in at all."
Carl Fronzek remembers his childhood with "Mum spending time with me, taking me out" and "Dad sitting in the studio with his headphones on and banging on hiskeyboard".
Combining marriage, motherhood and medicine lasted, superficially at least, until 1993 when Dr Phelps told her husband about a gay affair, with a "Mary".
Then she told her parents and "it was like I'd hit them in the guts with a baseball bat".
When his father moved out and Mary moved in with Dr Phelps, Carl Fronzek says he "wasn't really worried when my parents split up because I am very close to my mum and I knew I'd still see Dad on weekends".
Now he says about his father: "We've got our differences. He is a different personality. I would rather be in the company of Mum and Jackie."
When Ms Stricker met Dr Phelps in 1993, Carl Fronzek had his own feelings right from the start.
"I knew she was a special person and even when there wasn't anything going on, I wished that there was," he said.
"I just wish my family would behave themselves and realise Jackie and Mum are good people." Through the years of family turmoil on the fringes of his life, but with a comfortingly ordered existence at home, Carl Fronzek flourished. He left school in Year 10 and began a vehicle and boat trimming course at TAFE. He now works at Rushcutters Bay marina and drives a tender once a fortnight.
Even when the press revealed Ms Stricker and Dr Phelps's relationship, followed by news of their New York marriage by a rabbi and Dr Phelps's later conversion to Judaism, Mr Fronzek says things were always calm and supportive at home.
"Mum and Jackie are my best friends and I can tell them everything," he said. "A guy came out and said, 'Your mum's gay'. I said, 'So what?' Girls think it's fantastic."
The calm at home belied the storm outside.
Ms Stricker, a renowned primary school teacher pressured to leave her job, remembers getting angry "at us being picked on ...
"When everything blew up with the family at Collaroy and we were being attacked by the family, Carl was only 15 and he picked up the phone and said to us, 'You two leave, I'll deal with this'. He was furious with [Kerryn's mother] and wouldn't let her talk to us."
Family relations came to a head when Ms Stricker suffered the physical problems of Crohn's and Coeliac diseases.
Dr Phelps said that when her daughter Jaime went away to boarding school it was like "a hurricane had left the house", but her decision that Jaime would live with her father when she finished school split the family asunder.
The book tells of "a clash of the Titans ... Shirley and Jaime against Kerryn and Jackie".
Then Michael Fronzek joined in and Dr Phelps was determined neither her ex-husband, her parents, nor her daughter would separate her from Ms Stricker.
The internecine problems became obvious when This Is Your Life aired last year, without Dr Phelps's parents who had not been invited and who were "terribly upset" by the rebuff, a family friend said at the time.
Will the family situation ever resolve itself?
Dr Phelps said: "Jaime is very, very like her grandmother. So much damage has been wrought, it's been very painful and difficult."
Mr Fronzek said: "If you have two people who love you, and as long as your parents are happy, as long as they love you with all [their] heart, accept your family for who they are. Don't judge people."
