In fact our defense strategy is very heavily weighted by the 1976 Defence White Paper of the Fraser Govt. Of course back then we were still angry about our involvemnet in Vietnam and all the way with LBJ:

Business spector had a story, Germans and the Japs 20 billion, built here but with far less workers (half) than the French 4000. apparently the French shipyards are completely unionised and thus expensive.
