I just had a quick look at their website and I've come to the same conclusion as clowboy.
It looks to me that they provide a monthly newsletter with information on new floats, corporate share placements etc etc at least some of which are off-market purchases usually at a slight discount to the prevailing market price, hence their claim.
Whether CCS only provide info on investment opportunities or actually facilitate them I have no idea.
