A Queensland Health bureaucrat has disappeared after taking some 16 million of departmental funds for himself, apparently over an extended period of time.
How on earth can this happen? Don't they have regular audits? Checks and balances all the time?
Yet another stuff up by a Labor government.

Yet another stuff up by a Labor government.
Apparently he was a Gay liberal plant.
Police sources said Morehu-Barlow had a history of fraud-related offences in his native New Zealand.
However, it was unclear last night whether Queensland Health conducted checks on him before his employment in 2005 as purchasing officer.

This is very much business as usual stuff for Queensland Health.
It is a huge poorly governed bureaucracy, destroying billions of dollars of Queensland wealth, without efficiently delivering health.
It poorly delivers services to the community with little consultation.
Its only saving grace is that once one works for QH, it is a job for life, it is virtually impossible to have poor work performance lead to dismissal. Thus the Government and unions deal with grubs like this bloke by either promotion or a sideways movement.

Yes, that's the infuriating part.
How on earth money supposedly paid to service providers for 3 years hadn't been reconciled and audited properly despite the auditor generals concerns about accountability proceedures is amazing.
If all encompassing performance is a measure of salaries, then a number of senior Qld health officials ought to be on a negative salary, paying money back to their employer or bound to working for some time for nothing.
It gets more peculiar.
Anna Bligh is going to abolish Queensland Health and form 2 Departments.
1. To look after the muppets who control the waste of funds and pay. Nobody there will lose a job.
2. To carry on Queensland Hospitals Emergency, Operations and Outpatients.
This is not policy on the run, Premier Bligh assures us, although it was precipitated by an alleged fiddle of $16m two days ago.
Think about it.

A tough-talking Ms Bligh pointed to financial management and the health
payroll scandal as examples of how frontline workers were let down by corporate
head office.
"They are being failed by corporate Queensland Health on too many fronts.
Enough is enough," Ms Bligh said.
Ms Bligh said she was not looking at cutting Queensland Health jobs as part
of the shakeup, but insisted it would lead to cultural change.
“Clearly we have a very very large monolithic organisation that is too big,
it is too far removed from service delivery and frankly I think there are too
many people alienated from the job they have to do,” she said.

If things there are as bad as she finally admits and corporate office has been such a frustration, then how on earth is just changing the organisation without any sackings going to improve their culture. I think some heads should be rolling.
Unbelievably, while the culprit was on the run, the Queensland Police Service were only doing 'patrols' past his Newfarm property once in a while!!!
It took the security officer of the building to tell the police that the embezzler had turned up at home, apparently sick.
Looks as though it's not just Qld Health that's in need of a total shake-up.
It would be nice if Ms Bligh would explain just how splitting a dysfunctional department into two is going to suddenly make both the subsequent departments fully functional.
Thank god it's only a couple of months until the election.

I think I heard on the radio, the word two "Agency's. Must be a bit like USA.
Never the less she has made the right decision, but much too late.
But lest think about this. This decision will now allow her to campaign for the coming election on the Qld. Health Issues.
I have friends who are in Qld health (run rural hospitals), and they say its in a shambles.
I liked the bit when she said " the Qld taxpayer would be upset about the $16 million
fraud" .
Sorry Anna but the taxpayers are disgusted with the State government allowing it to happen. Especially after the nurses payroll isues which has gone on for ever.

I also have a relative who has done contract work for Qld Health - he reckons the culture is unbelievable to anyone in private enterprise. Jobs for life - once you're in you can do practically nothing - in fact he was actively encouraged to do less in order not to make the permanent employees look bad. At times he was being paid contract rates to do his own freelance work from their offices as they had work for him in the near future, but not enough to keep him occupied at the time. When he questioned the ethics of this he was told they always made sure to spend their entire budget in order to ensure it wouldn't be trimmed for the following year - even if it meant wasting money on nonessentials. Our taxes at work!
Splitting the dept in two seems to me to be a recipe for twice the useless bureaucracy. I'd sooner see them readvertise all the senior positions and make them reapply for their jobs along with applicants with real skills. I doubt many would measure up against their counterparts in the "real world"!
Tony Morris, QC, who oversaw an inquiry into the Patel debacle, said it was a knee-jerk reaction by the government.
"The government is deservedly getting some bad press over the latest catastrophe in Queensland Health and they had to say something and so they came up with this extraordinary proposal," Mr Morris told the ABC.
Scott Prasser, professor of public policy at the Australian Catholic University, said the reforms were "inappropriate" so close to the state election.
Mr Barlow was to be formally charged with fraud today, police said.
