Unfortunately, the tree preservation orders of today make it very dangerous when windy.
In the past trees were lopped to protect people, now people die to protect the trees.
Considering, most of the trees in suburbia were planted by someone (not naturally occurring) it does seem unfair when the homeowner can't manage the tree they planted.
As a result of the tree rules, hardly any large trees are planted anymore, I know a specialist nurseryman and he tells me that if a tree grows over 3m then he finds it VERY hard to sell.
As a result, large birds, Kookaburras etc that need branches to sit on are not colonizing many new subdivisions as there are mainly shrubs, rather than trees being planted.
