Lots of 20% deals popping up at the moment

I have one going, TH has another, Cadburys downsizing their chocolate by 20%, what's with this 20% thing.... Is it a warning?

It is what the interest rate is going to be in the year 2014 when we have to start paying back the 315 BILLION DOLLARS (in my best Doctor Evil voice) of national debt ........... Bwahahaah aa ha hahahahaha hhhaaaaaaaa.
