Yes, I agree that sounds like miserly landlords!

On the other hand, the Governments must think that Landlords are rolling in money by the way taxes and levies (ie a polite word for more taxes) are put on them. Our Land Tax in SA is astronomical, and the costs, unfortunately, get passed on, but the Landlord is the one who gets the blame. Another round of hikes is due shortly and because land prices arent really falling in SA, that means, more Tax!

If I was a landlord I would far rather have a clean and reliable tenant for a slightly lower rent than a multitude of tenants, or unreliable tenants, for a higher overall rent.
