In my case the reason is simple - ultimately that cash will end up in shares.Just not right now. When I'm not sure so I'll wear the pain of not being locked into higher rates etc.But for anyone who does have cash they intend keeping as cash, better rates are available I certainly agree and it's worth looking around.
