So which people do we consult? Australia is geographically diverse and has citizens from all different cultures and religions each with their own values. We could base it on the stereotypical Australian, but the fact remains that doesn't represent all Australians.
Surely before we can test it, we need to be able to quantify it. So what questions would you ask in such a test?
