Poor people have a right to have children just as the rich do.
The bonus is good for increasing the birth rate which is a huge problem for us in 40 years.
It should not be exloited though like the career welfare suckers will.
It's the way a lot of marketing works. Offer what is in reality a token financial benefit (eg first home owner's grant, supermarket fuel discounts, any loyalty scheme etc) and there are always some who will change their actions in order to take advantage of that offer rather than simply seeing it as a discount.BSD said:As for encouraging the birth rate, I just feel that if $3,000 is essential to you making a 20 year commitment, you probably cant afford to have one.

Goverment cannot and will never stop welfare payments because it's political suicide. So it's up to the taxpaying working class to support everyone on welfare.
