ASX and monopoly power

could someone explain to me the conflict of interest regarding the asx having dual function as regulator and market participant (i presume making money off being an exchange -explanation please)?

also whats the current role of asic with regards to oversight in the equities market?

whats the deal with CHESS and the conflict if liquidnet and AXE come in?
