That is quite tragic and sad thing is it is could have been avoided/prevented! But, I don't understand, if people were brought here on 457, are they not required to take English exams? I personally came here on a skilled migration scheme (NOT employer sponsored), one of the requirements was to know the English language (of course) which means you are required to take and pass the IELTS exam (english literacy).
