The process used to appoint Mike Kaiser, a former disgraced ALP Member of the Queensland Parliament is disgraceful.

An important position such as Head of the National Broadband Network should have been subject to advertising and recruitment of the best person for the job.

I know many workers in telecommunications who have risen through the ranks to management level who could run rings around Kaiser in Governance and Ability in this area.

Kevin Rudd and Anna Blight will regret this "job" for a boy, of theirs.

It is an utter disgrace.

Poor Governance = Bad Organisation = Poor Performance.

It comes from the top. Look at Telstra.

BROADBAND Minister Stephen Conroy's claims not to be a close friend of Mike Kaiser, the man he recommended for a plum $450,000 role, have taken a blow after revelations he flew to Queensland to scrutinise for the former MP when he was elected to the Queensland Parliament.

Senior Labor sources yesterday revealed Senator Conroy was personally appointed by Mr Kaiser to scrutinise for him during vote counting at his by-election in 2000 and gave a speech lauding the new Woodridge MP at the victory celebrations.

It comes after Senator Conroy admitted this week that he put forward Mr Kaiser's name for the role of government relations manager for the National Broadband Network.

Mr Kaiser was later appointed to the role which was never advertised.

COMMUNICATIONS Minister Stephen Conroy is under fire for appointing a Labor mate to a $450,000-a-year job under a "corrupted process."

Senator Conroy confirmed yesterday that he suggested a former Labor staffer Mike Kaiser for the government affairs job with the National Broadband Network Co - which will build and operate the $43 billion network - after quitting as the Premier of Queensland's chief of staff last year.

Mr Kaiser, who will earn more than the Prime Minister, quit Queensland Parliament in disgrace in 2001 after it was revealed he was falsely enrolled as a 22-year-old by a Royal Commission into electoral rorts. He was never charged with an offence.

But his political career was soon back on track with Labor, after he was appointed to the party’s headquarters to run election campaigns before taking up top jobs with the Queensland state premier.

It surfaced yesterday in Estimates that Communications Minister Stephen Conroy had referred former Queensland Labor MP Mike Kaiser for the government relations role with NBN Co ”” the company that will build and operate the $43 billion network.

The position was never advertised and Kaiser, who was Queensland Premier Anna Bligh's chief of staff, was the only applicant interviewed for the $450,000-a-year job. Conroy had been the only person to refer him to the company.

In 2001, Kaiser was forced to quit the Queensland Parliament in disgrace after it emerged he had been involved in electoral rorting.

However, Rudd was satisfied the appointment was fair. "Both myself and the government have full confidence in NBN Co and full confidence in the minister," Rudd said.

PRIME MINISTER Julia Gillard has leapt to the defence of two NBN Co executives, accusing Opposition Leader Tony Abbott of playing smear politics.

NBN Co chief executive Mike Quigley, who is in charge of implementing the national broadband network, and chief financial officer Jean-Pascal Beaufret are former senior executives at French telco Alcatel-Lucent, which has been exposed as having paid bribes to win lucrative contracts in Latin America and Asia.

Neither Mr Quigley nor Mr Beaufret was involved in the bribe investigation, which resulted in the telco being fined $US137 million. The Coalition has seized on the executives' previous employment, saying there were ''serious questions'' for the government to answer.

''The regulatory authorities found that Alcatel was bedevilled with lax management and practices,'' Mr Abbott said yesterday.

''That's how these bribes were paid. Can we be confident that the national broadband network is being administered better than Alcatel was?''

Ms Gillard responded: ''This is a personal smear against a highly regarded businessman [Mr Quigley], actually an Australian recognised for his telecommunications expertise around the world. So I'd say to Tony Abbott, and I'd say to the Opposition in general: get out of the politics of smear.''
